Regulatedfinancial service providers for a long time have been required to conduct duediligence and customer identification checks in order to mitigate their ownoperation risks, and to ensure a consistent and acceptable level ofservice.In essence, the USA PATRIOT Act was not so much a radicaldeparture from prior legislation as it was a firmer and more extensivearticulation of existing laws. The Act would lead to the more rigorousregulation of a greater range of financial services providers, and expanded theauthority of American law enforcement agencies in the fighting of terrorism,both in the USA and abroad.In October 2001, President George W. Bushsigned off the USA PATRIOT Act, effectively providing federal regulators with anew range of tools and powers for fighting terror financing and moneylaundering. During July 2002, the US Treasury proceeded to introduce Section 326of the PATRIOT Act, a clause that removed some key burdens for regulators andadded significant enforcement muscle to the Act.What 9/11 changed, inessence, was the extent to which existing legislation was being implemented.Using the provisions of the earlier anti-terrorism USA Act as a foundation, itincluded the Financial Anti-Terrorism Act, which allowed for federaljurisdiction over foreign money launders and money laundered through foreignbanks. Significantly, it is this anti-terror law that would make the creation ofan Anti Money Laundering (AML) programme compulsory for all financialinstitutions and service providers.Section 326 of the USA PATRIOT Actdealt specifically with the identification of new customers (“CIP regulation”),and made extensive provisions in terms of KYC and the methods employed to verifyclient identities.In accordance with this piece of updated KYClegislation, federal regulators would hold financial institutions accountablefor the effectiveness of their initial customer identification and ongoing KYCscreening. Institutions are required to keep detailed records of the steps thatwere taken to verify prospective clients’ identities.Although currentKYC legislation does not yet demand the exclusion of specific types offoreign-issued identification, it recommends the usage of machine-verifiableidentity documents. The ability to notify financial institutions if concernsregarding specific types of identification were to arise, combined with arisk-based approach to KYC, proved to provide a robust mechanism for addressingsecurity concerns.Effectively, the risk-based approach to customer duediligence grants regulated institutions a certain degree of flexibility todetermine the forms of identification they will accept, and under whichconditions.KYC compliance: Implications for banks, lawyers andaccounting firmsThe KYC compliance mandate, for all its positiveoutcomes, has burdened companies and organisations with a substantialadministrative obligation. Golf is a sport in which a player, using many types of clubs including a driver, a putter, and irons, hits a ball into each hole on a golf course in the lowest possible number of strokes. Golf is one of the few ball games that does not use a standardized playing area; rather, the game is played on golf "courses", each one of which has a unique design and typically consists of either 9 or 18 holes. A game somewhat similar to golf was first mentioned in Dōngxuān Records (Chinese: 東軒錄), a Chinese book of 11th century. It was also mentioned on 26 February 1297 in the Netherlands in a city called Loenen aan de Vecht. Here the Dutch played a game with a stick and leather ball. Whoever hit the ball into a target several hundreds of meters away the least number of times, won.Modern golf is considered to be a Scottish invention,as the game was mentioned in two 15th century laws prohibiting the playing of the game of gowf. The St Andrews Links occupy a narrow strip of land along the sea. As early as the 15th century, golfers at St Andrews, in Fife, established a customary route through the undulating terrain, playing to holes whose locations were dictated by topography. The course that emerged featured eleven holes, laid out end to end from the clubhouse to the far end of the property. One played the holes out, turned around, and played the holes in, for a total of 22 holes. In 1764, several of the holes were deemed too short, and were therefore combined. The number was thereby reduced from 11 to nine, so that a complete round of the links comprised 18 holes. Due to the status of St Andrews as the golf capital, all other courses chose to follow suit and the 18-hole course remains the standard today.The major changes in equipment since the 19th century have been better mowers, especially for the greens, better golf ball designs, using rubber and man-made materials since about 1900, and the introduction of the metal shaft beginning in the 1930s. Also in the 1930s the wooden golf tee was invented. In the 1970s the use of steel and then titanium to replace wood heads began, and shafts made of "graphite" (also known as carbon fiber) were introduced in the 1980s. Though wooden tees are still most popular, various designs of plastic tees have been developed in recent years, and the synthetic materials composing the modern ball continue to be developed.Golf balls are famous for "dimples". These small dips in the surface of the golf ball decrease aerodynamic drag which allows the ball to fly farther. Golf is also famous for the use of flags. These show the position of the hole to players when they make their first drive and are too far away from the hole to aim accurately. When all players in a group are within putting distance, the flag is removed by a "caddy" or a fellow competitor to allow for easier access to the hole.World popularityIn 2005 Golf Digest calculated that there were nearly 32,000 golf courses in the world, approximately half of them in the United States. The countries with most golf courses in relation to population, starting with the best endowed were: Scotland, New Zealand, Australia, Ireland, Canada, Wales, United States, Sweden, and England (countries with fewer than 500,000 people were excluded). Apart from Sweden, all of these countries have English as the majority language, but the number of courses in new territories is increasing rapidly. For example the first golf course in the People's Republic of China opened in the mid-1980s, but by 2005 there were 200 courses in that country.The professional sport was initially dominated by Scottish then English golfers, but since World War I, America has produced the greatest quantity of leading professionals. Other Commonwealth countries such as Australia and South Africa are also traditional powers in the sport. Even better are those few banks that use adjusted balance billing, which calculates interest based on your balance at the beginning of the billing cycle -- not including any purchases made during the month -- minus any payments made or credits received during the month.
But stay away from cards with "two-cycle" billing that calculate finance charges based on your average daily balance over the last two months.
They're essentially charging you interest on credit card debt you paid off last month. That's a particularly bad deal for consumers who carry a balance only occasionally.
In early 2007, Chase announced it would no long use two-cycle billing. But Discover and Washington Mutual still do.
4. No pseudo annual fees.
Everyone knows you shouldn't pay an annual fee for a credit card unless you're getting rewards or other benefits that make it worthwhile.
But some no-annual-fee credit cards have found a sneaky way to get one anyway by charging a monthly service fee, or a minimum finance charge, of $2 to $6. No matter what you call it, you're paying $24 to $72 a year for the privilege of owning the card.
Look for these fees buried in the cardholder agreement sections on fees and finance charges.
5. Grace period of at least 22 days.
A grace period is the amount of time between buying an item and having to pay interest on your purchase if you aren't carrying a balance from the previous month.
Thirty days used to be the standard, but the average has shrunk to 22 days -- and some issuers have brazenly eliminated grace periods for purchases altogether. In short, the longer the grace period, the longer the interest-free loan, if you're the type that pays off your balance every month.
(Don't expect to find a grace period for cash advances. Virtually every card begins charging interest the second you take the money from an ATM.)
6. Late fee of $28 or less.
Everyone slips up sometime, so aim for a credit card with late fees below the national average of $28.
A late payment can trigger a penalty rate as well, so be sure to read the fine print about default rates and favor a card that charges no more than the national average of 24.5%.
